There are a few ways for two Participants to terminate the exercise simultaneously, yes. I won't detail them for you, but should one of them be worked out and acted upon, I wouldn't claim it to be unfair or in violation of the rules, because bluntly put it is not. Fulfilling the conditions of Rule Seven in an unorthodox manner is still fulfilling the conditions of Rule Seven; should two of you manage to do so at the same time, then both of you would be permitted to leave.
